i've been looking for stuff on the definition of threat in international law and the closest i've found so far is:

The tridentploughshares quote is:

a passage in Brownlie’s International Law and the Use of Force by States (at 364) to the effect that "a threat of force consist in an express or implied promise by a government of a resort to force conditional on non-acceptance of certain demands of that government".

If we change this to a threat of force consists of an express or implied promise by a government of a resort to force conditional on non-acceptance of certain demands of that government then this makes sense. Is this strong enough for the article? Until someone comes up with something better (Brownlie's text does not seem to be online), IMHO it should be OK. Boud 14:23, 13 May 2006 (UTC)
